Cosmetic Product Registration in Indonesia | BPOM Services

In Indonesia, cosmetic products must comply with requirements set by the Badan Pengawas Obat dan Makanan (BPOM) before they can be legally marketed. A fundamental requirement is that only applicants established as legal entities under Indonesian law can submit a Cosmetic Product Notification. For imported products, companies must also obtain an import license and appoint a local Cosmetic License Holder in Indonesia to manage the notification process.

Each cosmetic product must undergo a separate notification process, and a unique BPOM notification number is issued for every approved product. This number is mandatory before the product can be distributed or sold in the Indonesian market.

Although BPOM’s submission system is online, companies often encounter challenges related to documentation accuracy, formulation disclosure, and compliance with labeling requirements. These elements must align strictly with Indonesian cosmetic regulations, which cover safety, ingredient compliance, and packaging/label standards.

Once the application is submitted and payment is validated, BPOM typically issues the notification number within approximately 14 days, assuming there are no deficiencies in the submission.

In addition to regulatory compliance, companies must also consider Halal requirements for cosmetics in Indonesia, as these can significantly impact market acceptance and distribution potential.
