Understanding Singapore's Cosmetic Regulatory Requirements

In Singapore, the regulatory oversight of cosmetic products is managed by the Health Sciences Authority (HSA). The HSA is responsible for enforcing cosmetic regulations, overseeing product notifications, and ensuring compliance with Singapore's cosmetic standards.

Under Singapore's regulatory framework, all cosmetic products intended for sale must be notified to the HSA through the Pharmaceutical Regulatory Information System (PRISM). This notification process helps ensure that products comply with Singapore's cosmetic requirements and relevant regional standards.

Singapore's cosmetic regulations are aligned with the ASEAN Cosmetic Directive, promoting regulatory harmonization across ASEAN member states. Cosmetic product dealers and importers are therefore required to comply with both local regulations and applicable ASEAN requirements.

Local Representation: A Regulatory Requirement

Foreign brand owners wishing to market cosmetic products in Singapore must appoint a Local Representative (LR). The Local Representative is responsible for submitting product notifications to the HSA and serving as the local regulatory contact for compliance-related matters.
