Understanding the EU Cosmetic Regulatory Landscape

Regulation (EC) No. 1223/2009 was established to harmonize the safety assessment, notification, and marketing requirements for cosmetic products throughout the European Union. The regulation applies across all 27 EU Member States, as well as Norway, Iceland, and Liechtenstein.

Before a cosmetic product can be placed on the EU market, an EU-based Responsible Person (RP) must be designated. The RP is accountable for ensuring that the product complies with all applicable regulatory and safety requirements.

A key responsibility of the RP is maintaining a complete Product Information File (PIF), which contains the Cosmetic Product Safety Report (CPSR)—the essential document demonstrating that the product is safe for consumer use.

In addition, the RP must ensure that the product is successfully notified through the Cosmetic Product Notification Portal (CPNP) before it is introduced to the EU market. Proper CPNP notification, supported by accurate product documentation and labeling compliance, is critical for achieving timely and compliant market entry.
