A New Chapter in EU Sustainability Rules
The European Union has adopted Regulation (EU) 2025/2650, amending the landmark EU Deforestation Regulation (EU) 2023/1115 (EUDR). The update reshapes how operators, traders, and downstream businesses manage compliance when placing key commodities—such as cattle, cocoa, coffee, palm oil, rubber, soya, and wood—on the EU market.
While the mission remains unchanged—protecting forests and biodiversity—the revised framework introduces a more streamlined and practical compliance pathway for businesses.
Key Changes You Shouldn’t Miss
Simplified Obligations
A new category of “downstream operators” has been introduced. Their obligations are now aligned with those of traders, significantly reducing administrative burden and removing the requirement to submit full due diligence statements.
Targeted Support for Small Businesses
Micro and small operators benefit from increased flexibility. Instead of comprehensive due diligence, they may submit a one-time simplified declaration, based on either geolocation data or even a postal address of the production site.
Extended EUDR Timelines
The EU has granted businesses additional time to prepare:
30 December 2026: Application date for most operators
30 June 2027: Deadline for micro and small operators
31 December 2029: Extended timeline for timber-related provisions
Risk-Based Checks Remain
Enforcement authorities will continue risk-based inspections, with defined targets—such as inspections covering 9% of operators sourcing from high-risk countries, including Russia, Belarus, Myanmar, and North Korea (DPRK). The objective remains clear: ensure deforestation-free supply chains.
Strong Penalties Still Apply
Non-compliance may result in fines of up to 4% of annual EU turnover, along with corrective measures such as product withdrawal or recalls.
